Baker said Anthropic CEO Dario Amodei was surely sincere when he proposed new AI regulatory proposals in an essay Saturday , although the moves "would be good for his business over the long-term." Catch up quick : Four leading U.S. AI companies endorsed a potential pause in AI development this weekend after a series of troubling hacking incidents and awe-inducing displays of new model capabilities. The suggested pause caused a dip in global markets Monday as investors pondered what a slowdown in AI, one of the few reliable engines of economic growth this year, would do to economies around the world. Any hope of quick action extending from that fragile unity quickly shattered as critics spoke up and made clear just how much they distrust frontier AI players. AI distrust, explained Here are the key factors shaping that distrust, which are poised to delay the kind of "all-hands-on-deck" response many want. 💰Money : Anthropic stands alone in the history of capitalism, a company whose leaders are so concerned with safety that it broke away from OpenAI. Its employees, up to the CEO, honestly believe its product is so dangerous that there's a chance it could destroy humanity. And yet, as soon as this week, it's expected to file for what many expect will be the biggest IPO of all time, seeking to raise $100 billion at a $2 trillion valuation. Picture Oppenheimer meeting with sell-side analysts and you get a window into the Dr. Strangelove of it all. That duality — dire warnings and fundraising based on promises of AI Valhalla — continues to sow confusion. ⚠️ Safety : A group of AI obsessives and technologists for years have spent vast sums financing research and organizations dedicated to AI safety. The problem is that many critics see some of that work as lacking in substance, too focused on the probability of end-of-the-world scenarios. Another issue is how closely aligned some safety research organizations are to frontier AI labs. Many of those organizations employ former OpenAI and Anthropic employees, accept free tokens (for analysis) and take funding from organizations focused on existential risk. Anthropic has pointed to METR, which conducted the evaluation of the HuggingFace incident at OpenAI, as a possible third-party evaluator. But industry skeptics point to a laundry list of financial and personal ties between the two companies as a non-starter for competitors. To the extent top U.S. AI companies embrace self-regulation, an increasingly likely possibility, finding third-party organizations that are viewed as truly independent will be a challenge. While self-regulation has worked in plenty of industries, it has a mixed track record in tech, with Meta's largely toothless Oversight Board as exhibit A. 📊 Business : A coterie of business leaders, including Nvidia CEO Jensen Huang and Microsoft CEO Satya Nadella, have embraced open weight AI systems, which are generally cheaper and offer companies the chance to build and customize proprietary models with their own data. Most of the best open models were made by Chinese startups, and some U.S. companies are using them to save money and protect themselves from potential competition from frontier AI companies. Given expectations that China would be unlikely to cooperate with any voluntary pause or slowdown, any attempt to bring AI systems under control could lead to a ban or restrictions on usage of Chinese models, something that might cause many U.S. businesses to revolt. 🏛️ Politics : Top administration officials, including White House AI advisor David Sacks, have repeatedly dismissed the push for regulation and oversight as a classic attempt at "regulatory capture." A slowdown brokered by the frontier labs could freeze their lead in place, an incentive that Sacks and venture capitalist Bill Gurley have pointed to a number of times. What we're watching : Who steps into the vacuum. While the industry squabbles over which evaluators are most honest and most independent, some key figures with Washington ties tell Axios they're thinking of starting their own shops to potentially fill the void. The bottom line : Getting four top AI labs — Anthropic, OpenAI, SpaceX and Google — to agree on anything is a huge leap forward for the kind of regulation many AI proponents believe the industry desperately needs. Thune said he has been working with Commerce Chair Ted Cruz (R-Tex.) to reintroduce the bill "hopefully soon." Republicans, as well as the White House, are eager to prove to voters that they won't face higher utility bills caused by data centers and their need for megawatts. Thune left open the possibility of the Senate voting on a version of the House's Ratepayer Protection Act, which is aimed at ensuring communities are not forced to pay more for increased energy use by data centers. The House is expected to vote on the bill Tuesday. What we're hearing: Thune is uniquely prepared for the AI discussion, having worked on AI legislation for years. Before he joined leadership, he chaired the Commerce Committee, which has jurisdiction over AI. His familiarity with the complicated and evolving subject comes in contrast to many lawmakers who have little experience with AI. Johnson even said on a podcast he has never used an AI chatbot. "Congress is not the expert on this subject because we are not in the frontier labs with them," he told reporters Monday evening. The bottom line: Thune is signaling he's open to some regulation that wouldn't stifle innovation. "I think you also want to make sure that the more advanced threats can be mitigated," he told reporters. "I do think we are in a race with China, and I think there's huge upside, obviously, with AI as well."

President Trump is as all-in on AI as a politician could be: all gas, no brakes, and zero interest in hand-wringing about dystopian risks or public disdain. Democrats are as conflicted on AI as a party could be: skeptical of the labs, spooked by their warnings, but split on whether to shut it all down. Why it matters: This staggering divide makes consensus on federal AI regulation almost unimaginable this year — and probably through early 2029, regardless of who wins control of Congress. Zoom in: Trump has governed as the AI president from Day 1 , applying the same doctrine to models and the data centers that power them — build faster, regulate less, beat China. Speaking in Ireland on Sunday, he dismissed new safety warnings as the work of "a lot of negative forces ... bringing up things that won't happen" — and reduced the stakes to one line: "Whoever wins AI wins." It's unclear which "negative forces" Trump has in mind: Calls to slow the race — or " pace the frontier " — are now coming from the leaders of America's premier AI labs, including Anthropic, OpenAI, SpaceXAI and Google. Between the lines: Trump's accelerationist allies, including venture capitalists in Silicon Valley, see the safety alarms as a cynical ploy by the field's dominant players to lock in favorable regulations. David Sacks, Trump's former AI czar and a leading voice for the administration's hands-off approach, has a simple answer : Slow yourselves down. If OpenAI and Anthropic truly think the frontier is moving too fast, Sacks argues, they can decelerate on their own without using Washington to force competitors to do the same. House Speaker Mike Johnson (R-La.) echoed Sacks' argument that the labs don't need Congress to slow themselves down — and rejected calls for an emergency moratorium. Johnson said on NBC's "Meet the Press" that he'd recall the House and put AI regulation to a vote "if we had the solution," but warned Congress against rushing into rules it doesn't yet understand. His preferred first step is a summit: Johnson said Sunday he wants Trump, congressional leaders and the heads of the major AI labs in a room as soon as possible to hammer out a common approach to safety. The other side: Congressional Democrats are coalescing around urgency, but have no comparable doctrine on what to actually do. House Minority Leader Hakeem Jeffries says his caucus will meet Tuesday to debate what action to take, while former President Barack Obama is privately urging the party to make AI a top priority. The policy spectrum is vast — and doesn't neatly map onto what the labs themselves are asking for. On the progressive end, Sen. Bernie Sanders (I-Vt.) and Rep. Greg Casar (D-Texas) want to ban superintelligence outright, pause advanced AI development and threaten violators with up to 20 years in prison . Others are reaching for more conventional Washington fixes: Sen. Ruben Gallego (D-Ariz.) wants a bipartisan AI select committee with subpoena power, while Sen. Chris Van Hollen (D-Md.) is demanding that OpenAI open its models to federal safety reviews. What to watch: The unprecedented push for restraint from inside the AI industry, colliding with deepening public unease, could scramble this political stalemate. Michigan GOP Senate nominee Mike Rogers, a Trump ally running in a swing state, said Anthropic CEO Dario Amodei's new warning convinced him "we must slow down development" so government can catch up. Sen. Josh Hawley (R-Mo.) is investigating AI's "existential risk," while Sens. John Thune (R-S.D.) and Amy Klobuchar (D-Minn.) are pursuing a narrower plan requiring companies to test and report catastrophic risks. Reality check: Political pressure and lobbying could crack open the door to narrow bipartisan measures, though any meaningful regulation would still have to survive Trump's veto pen. The bottom line: Washington is deeply divided on whether AI is a national triumph to unleash or a national emergency to contain.

Their actions betray their actual beliefs. 3) Antitrust law does not prevent AI companies from coordinating to make sure AI does not hurt people. It does not prevent companies working together to make sure it doesn't hack people; the DOJ and FTC made this clear a decade ago when they issued a policy statement saying that the agencies "do not believe that antitrust is – or should be – a roadblock to legitimate cybersecurity information sharing." The same principles apply here. See: justice.gov/archives/opa/pr/… 4) Antitrust law does absolutely prevent AI companies from organizing to prevent the entry of cheaper, upstart rivals because the bigger companies are burning cash and failing to achieve sufficient profitability. The White House, Congress and the country's leading AI companies have allowed AI to grow faster, stronger, more powerful and wildly lucrative (and dangerous), with no serious effort to control it or spread the benefits beyond the super-wealthy. It's not too late to change this. But if they all dither, duck or dance around it, the chances of AI worst-case scenarios will explode, likely early next year, according to almost every person we talk to privately who truly understands AI. Why it matters: The technology is getting better, faster than anyone envisioned — with the possibility rising that AI will self-improve and do wildly unpredictable things. The good news: There's now a growing public cry for attention and action and, at least in private, a broad understanding of what could be done relatively fast with bipartisan and industry buy-in. The big picture: In July, I wrote an essay for The Wall Street Journal saying America "faces one of those rare, historic moments when government, business, schools and families could be working together to meet a truly generational challenge: winning the AI race. So far, we're blowing it." Two short months later, the technology is vastly better — and the societal response vastly dumber. As a nation, we're choosing to amuse or distract ourselves . Here's how to change that fast, based on our months of conversations with lawmakers, White House officials and AI labs. Think of what follows as me channeling their private views: Sound an all-hands-on-deck alarm. Every political topic is trivial and small compared to AI. We will look back in shame if we get spooled up about trans bans or $5,000 checks when countless AI insiders are warning of catastrophic outcomes. Let's say they're all paranoid and delusional. If so, it still doesn't matter: we've never seen this much investment in one technology this fast in human history. It's seeping into every industry and every job and every community and every screen, at a speed never before witnessed by man. Yes, we need a special session of Congress and select committees. But we need even more: AI execs, bioterror specialists, job-training wizards and safety experts convening to plan for scenarios and act fast. An AI governing body with teeth and speed, ASAP. This isn't rocket science. Most major labs want this and would agree to it, as long as it applies to all rivals and competitors. This body would need the expertise to understand these models, and the power to review and shut them down if they display dangerous behavior. It can't operate at typical regulatory speed — it needs to move as fast as the technology. It's nonsense to think you can't advance AI development fast and regulate it wisely simultaneously. A universal standard for data centers to benefit communities and taxpayers. The top AI companies would take this deal in a heartbeat: They get to build and operate data centers provided they supply a community's energy, offset water use or environmental damage, transparently report on their building and business plans, and spread the financial benefits to local residents. These execs are spooked by the public backlash and ready to aggressively spread the financial benefits, with dividends or cash. So make them. Engage China. We shouldn't trust them, and they shouldn't trust us. But trust me: the only way to ultimately control AI on a worldwide scale in coming years will be for the two superpowers to create some kind of framework modeled after how we've safely governed nuclear weapons for decades. We need to start this discussion now so potential collaboration is possible in the coming years. To those who think China will never consider this seriously: Are you sure an authoritarian regime really wants AI once it hits recursive self-learning and can't be controlled by anyone, including an autocratic regime? We're winning the AI race now, and may never have more leverage to shape this joint effort. Build coordinating infrastructure. What I wrote in the WSJ is even more needed today: "Bring together the best and brightest drawn from the federal government, from the leading AI companies, from business and labor, from economics, from public health, from ethics to form a working group with actual authority. People who are paid to anticipate, not to react haphazardly." This group would have four primary functions: map potential problems and upsides before they hit, build the (policy) playbooks before they're needed, level with the American people along the way, and expedite work to deliver widespread AI benefits. Reality check: Yes, President Trump opposes regulation or bipartisan efforts. Yes, AI companies are obsessed with more money, more speed. But the politics are shifting fast: If you listen closely to Vice President Vance, you can hear rising worry. At this pace, toxic AI politics could force mind-changing that was unthinkable two months ago.

It notes that the House, which reconvenes Monday, is scheduled to be in session just one more week before departing for a month and a half, returning Nov. 9. Reality check: Despite growing urgency from rank-and-file members to respond to the existential threat allegedly posed by AI, congressional leadership has largely offered up silence. Johnson is planning a vote next week on a bill to prevent data centers from driving up Americans' energy costs but has offered no indication that the House will vote on any AI regulations before Election Day. A spokesperson for Johnson did not provide comment. Between the lines: The letter points to the myriad bipartisan bills that have been proposed to regulate AI, arguing they "deserve consideration, public debate, thoughtful amendment, and action." They include the AI Kill Switch Act , introduced by Reps. Anna Paulina Luna (R-Fla.) wrote Wednesday in a post on X that "Congress needs to convene a special session on AI and what the future of the U.S. looks like." Driving the news: Former Anthropic researcher Jacob Coxon kicked off the frenzy Tuesday with a post on X declaring that "the people building AI earnestly believe that it could kill us all by the end of the decade." Coxon quit his job at the AI giant after just four months to publicly raise the alarm about the dangers of the technology, giving up his equity in the process, Axios' Madison Mills reported. His warning was echoed by several current Anthropic employees, with one, Evan Hubinger, responding on X that "we really do earnestly believe AI could kill all humans!" "AI developers believe their technology could cause human extinction," wrote another, Samuel Marks. "This could happen in the next few years." State of play: Dozens of members of Congress — mostly Democrats, but a handful of Republicans as well — have since called for urgent action and floated a wide variety of legislative responses. Rep. Ted Lieu (D-Calif.), one of House Democrats' most vocal advocates for AI regulations, is pushing his bipartisan bill to require AI developers to build a human-activated "kill switch" as part of any AI system. Sen. Bernie Sanders (I-Vt.) said he and Rep. Greg Casar (D-Texas) "will soon be introducing legislation ... to pause advanced AI and ban superintelligence altogether." Others called for a more cautious approach, with Rep. Nathaniel Moran (R-Texas) writing that "we need AI to flourish" and calling for "deliberate, thoughtful, and prudent policymaking" to mitigate its risks. Sen. Ruben Gallego (D-Ariz.) proposed a bipartisan AI Select Committee, something Lieu has also privately pitched to House Democratic leadership, according to sources familiar with the matter. House Minority Leader Hakeem Jeffries (D-N.Y.) has not yet come to a decision on whether to pursue the idea if Democrats win the majority, sources said. Some members have privately bristled at the proposal because the panel may clash with existing House committees on jurisdiction, but most sources suggested it is widely supported and has a decent chance of being implemented. Reality check: House Republican leaders, who control both chambers of Congress, have not given any indication that they are treating this as a pressing matter. The House is set to be in session for just four more days before Election Day, with lawmakers meeting on Capitol Hill next week before going on a six-week recess. House Speaker Mike Johnson (R-La.) will put a bill narrowly focused on regulating data centers on the floor next week, Axios' Kate Santliz first reported, but has given no indication he is planning a broader push to regulate AI. Instead, many Democrats are speaking about the issue as something they will tackle in 2027 if they take the majority in one or both chambers. "This is an enormous issue and should be one of our top priorities in the next Congress," Rep. Joe Morelle (D-N.Y.) told Axios, saying Republicans "should be ashamed that they did absolutely nothing the last four years." "Trying to fix the deficit and the debt, that's complicated, it's going to take decades, it will take an enormous amount of political courage. This is so straightforward," said Rep. Greg Landsman (D-Ohio). He added: "Everyone, including the industry, wants to be regulated, and Johnson's like ... 'don't care.'" What we're hearing: Not every Democrat is feeling the pressure to act either. One committee ranking member, speaking on the condition of anonymity to offer candid thoughts about AI, said of Coxon: "I think he's wrong." "Anyone who has come to me with extreme predictions like that usually undermines their credibility," the lawmaker said, though they acknowledged Capitol Hill needs to get "a better handle" on AI. This ranking member said they support the idea of an AI select committee because "it would be a waste" to devote staff members' time to learning extensively about AI when that panel could "do that work for me."

Anthropic researcher Jacob Coxon quit his job due to concerns about the safety of AI two months before his equity would have vested, he told Axios. Why it matters: The disclosure raises the stakes on Coxon's now mega-viral resignation from the AI lab, which laid out the broad view that the tech could end humanity. What they're saying: "I no longer have anything to gain by juicing up Anthropic's valuation... I left before any of my equity vested," Coxon said in an interview with Axios Wednesday. In his post on X announcing his resignation, which now has over 115 million views, he wrote: " The people building AI earnestly believe that it could kill us all by the end of the decade. This is not a marketing stunt." Other AI researchers, particularly from Google , have resigned over safety. But they did so after years of work, and presumably after their stock vested. Coxon was at Anthropic for just four months, and employees have to be there for six months for their stock to vest, he said. He still has equity in his prior employer, OpenAI. The big picture: Anthropic has traditionally been viewed as more publicly cautious and safety-oriented than other frontier AI labs, making Coxon's departure particularly striking. Coxon said he has not seen Anthropic compromise safety to outlast its competitors, but he is concerned about the future: "If you're under pressure to race, you have to cut corners" or "skip steps in the oversight process," he said. Those concerns can sometimes go too far, he said, describing what "sometimes feels like there's maybe excessive paranoia of OpenAI, excessive paranoia of China" that can help justify pushing ahead. Threat level: As AI models are getting better, faster, they're also becoming harder to monitor. That, combined with the pressure to win on AI, was Coxon's breaking point that led him to quit. What was once science fiction about models knowing they are being tested, for example, is now "just a daily fact of working with these AIs," he said. "They know when they're being tested, and they will think about the fact that they're being tested." "The word doom is kind of silly," he said, adding that serious leaders in the industry are "on record saying they ... expect the potential for human extinction." The danger was evident during the many recent cyber incidents across frontier AI labs, he said. The bottom line: Coxon is one of now several people who have seen AI's peak capabilities up close — and are warning that what they saw could end humanity as we know it.

The AI Futures Project website says it is funded “primarily” by the Survival and Flourishing Fund, which says on its own website that it has advised Jaan Tallinn, Skype creator and one of the leading investors in Anthropic, to grant over $2.5 million to the AI Futures Project since 2024. Encode AI says on its website that it is ALSO funded by the Survival and Flourishing Fund, which in turn says that it told Anthropic investor Jaan Tallinn to grant $516,000 to Encode AI in 2025. And wouldn’t you know it, the Survival and Flourishing Fund ALSO says it told Jaan Tallinn to grant $2 million to the AI Policy Institute, the 501(c)(3) affiliate of the AI Policy Network, as well. What are the odds that the first three quote tweets of Coxon’s post would all be major AI-restriction policy advocates funded generously by the same donor, who also happens to be one of the leading investors in, and a board member of, Anthropic, the company Coxon was resigning from?
